Pioneer Park Golf Club
Constitution and By-Laws
ARTICLE I - PURPOSE
The purpose of the Pioneer Park Golf Club is to assume the responsibility of the maintenance and the improvement of the Pioneer Park Golf Course.
ARTICLE II GOAL
The goal of this organization shall be to promote the spirit of the game of golf for the community and the surrounding area and to provide the best possible playing conditions that our course can present.
ARTICLE III ORGANIZATION / BOARD OF DIRECTORS
SECTION 1.
SECTION 2. The board of directors shall consist of nine members, five of which shall be needed to establish a quorum to conduct business at all meetings. The general membership of the organization shall elect the members of the board (including officers) at a meeting in the fall of each year (between October 1 and December 31). The duties of this elected board shall continue from January 1 through December 31 of the following year.
SECTION 3. The members serving on the board shall represent the following offices, committees and /or organizations.
The current president of the Pioneer Park Golf Club.
The current vice-president of the Pioneer Park Golf Club.
The current secretary/treasurer of the Pioneer Park Golf Club.
The previous past president of the Pioneer Park Golf Club.
The president of the Ladies Golf Association.
The chairman of the Pioneer Park Golf Club Tournament Committee.
Three members of the Pioneer Park Golf Club elected at large.
If more than one of the positions are occupied by the same person or if a vacancy occurs then replacements can be elected at the Annual Meeting or the board of directors may appoint a person to fill that position for the remainder of that term.
SECTION 4.
The officers and their roles shall be:President The president shall see that the board of directors carries out all rules and regulations. He/she shall schedule regular meetings of the board and the annual meeting of the club. The president can call special meetings of the board and /or general meetings of the club when he/she deems necessary and proper. The president shall inform the general membership of the activities and business involving the club.
Vice-President The vice-president will conduct board meetings and general meetings of the club in the absence of the president. The vice-president shall serve as chairman of all temporary committees deemed appropriate by the president excluding the tournament committee. If the president resigns or is unable to maintain his/her office, the vice-president will assume the role of the president and the board of directors will select a new vice-president. The vice-president shall serve as president of the organization the year following his/her term as vice-president unless this office was appointed by the board of directors.
Secretary/Treasurer The secretary/treasurer shall be responsible for recording all minutes of the meetings of the board of directors and at the general meetings of the club. He/she will be responsible for the collection of membership dues, green fees, and shed rentals plus any other monies available to the club. He/she shall pay the bills incurred by the club, invest monies, and provide statements to the board of directors. He/she shall provide an annual statement at the fall meeting of the general membership.
ARTICLE IV MEMBERSHIP AND FEES
The membership fees for the organization shall be determined by the general membership of the club at its annual fall business meeting. These fees shall be due January 1. The board of directors may allow fees to be paid on a scheduled basis. If membership fees are not paid by June 1, then that person must pay green fees. Shed dues not paid by June 1 may cause the loss of that stall.
In order for a person to rent a cart shed stall, one must be a member in good standing of the Pioneer Park Golf Club, and a person who is not a member may have to forfeit their space. The Board of Directors of the Pioneer Park Golf Club shall have final approval on any special situations that may arise.
ARTICLE V TOURNAMENT COMMITTEE
A tournament committee of four people shall be elected by the general membership at their annual fall business meeting. This committee shall elect a chairman to represent them on the board of directors and to chair all of their meetings. The tournament committee will be responsible for scheduling, organizing and managing tournaments at the Pioneer Park Golf Course including the weekly scrambles.
ARTICLE VI PROVISION FOR AMENDMENT
Any changes in the rules or by-laws of this organization shall be made at the annual fall business meeting by a majority of those members present. The president may call a special meeting of the organization for this purpose if he/she deems action immediate and necessary.
ARTICLE VII OTHER RULES
Rule 1. The board of directors shall not incur an indebtedness of more than $5,000.00, without approval of a majority of the general membership at a regular or special meeting called by the president.
Rule 2. The president and the secretary/treasurer shall receive a single membership for their services for the year that they hold office. If either desires a family membership, he/she must pay the difference between the two fees.
Rule 3. Tournaments shall be scheduled by the tournament committee and submitted to the board of directors for their approval. The committee, if possible, should allow tee times for Sunday tournaments to extend until at least 1:00 P.M.
Rule 4. Non-members must pay green fees before playing the course. ALL PLAYERS must register before they begin play.
Rule 5. If a cart stall becomes available in the east shed because of a loss of membership or rental by that person, the board of directors shall solicit bids from the general membership for rental of that space. The highest bidder will be granted the rights of that stall.
Rule 6. The board of directors shall appoint a person to be in charge of handicap cards and the information concerning them.
Rule 7. The club shall allow sponsorship of the tee boxes. The tournament committee will host an annual tee box tournament for the sponsors recognition and to show our appreciation. A plaque shall be given to the winning sponsor.
Rule 8. The chairperson of the Tournament Committee shall serve as a member of that committee the following year.
ARTICLE VIII DISCRIMINATION
THE PIONEER PARK GOLF CLUB OFFERS ITS MEMBERSHIPS AND FACILITIES TO ALL ELIGIBLE PERSONS REGARDLESS OF RACE, COLOR, NATIONAL ORIGIN, SEX, RELIGION, AGE, OR HANDICAP, AND IS AN EQUAL OPPORTUNITY AND NON-PROFIT ORGANIZATION.
